The article deals with the reform of the French higher education system voted by the French parliament in 2008 and the level of its adaptation to the European requirements in Higher Education Area. The French higher education reform is an interesting example to consider while planning the future changes of polish higher education system.

The article pays attention to management of higher education institutions in Finland. It presents present condition of higher education system and the newest changes. There were discussed constituent elements of higher education system, decision-making process, representative body, advisory body and supervisory body.

The key idea of the article is the concept of mobility of students and academics as a factor shaping the process of building the European Higher Education Area.
