Possibilities of using new institutional economics in public sector development

The study attempts to use the so-called „the new institutional economics” to scratch prospects of the public sector. In the new institutional economics, the fundamental importance is attached to the institutions, both formal and informal. The quality of these institutions and their bilateral relationships may affect the reduction of transaction costs and contribute to the improvement of public sector effectiveness

Stakeholders of the county government in relation to multi-stakeholder governance

The reform of local governments from the year 1999 reconstructing the structure of local governments: municipal, county and voivodship began the process of empowerment of local communities. The situation in which on the territorially, culturally, historically and economically coherent areas local government communities came into being – has led to the necessity of defining and redefining the entire structure of the cooperation of the local actors. The article is an attempt to systematize the ideas associated with the concept of stakeholders and to refer this concept.

Regional diversity of new urban partnerships in Poland

The aim of this article is the analyze of the shape of urban partnerships in the functional areas for which the regional authorities have allocated funds in projects of regional operational programs for 2014–2020 submitted to the European Commission. Our method was desk research of press articles and strategic documents. The effect is the map of the new urban partnerships. In comparison to the output delimitation of the functional urban areas around Polish voivodeship capital cities, Warsaw and Cracow decreased their functional area, in opposite to the most other regional capitals. In case of the cities that has experienced metropolitan partnership, functional areas were developed on the basis of existing associations. In some cases, functional areas were formed according to the Ministry of Regional Development’s recommendations.
In some cases, regional authorities declared support for urban functional areas also beyond the capital city. It was specific especially for large, strongly polarized regions with included big subregional towns (often old voivodeship capitals).
In a few cases, the density of those functional areas was lower than country’s average. It suggests that subregional towns would rather created their urban partnership especially for increas­ing the negotiation advantage than to finance well-thought integrated investments.

Revenue from user charges for local services and expenditures in large Polish cities

This article reviews the literature on relations between user charges and expenditures for local services, which allowed to formulate the expected directions of relations in order to conduct a research in a group of 65 cities. The study negatively verified the hypothesis of a negative relationship between revenues from user charges and expenditures on the services, both globally and for selected services.

The article discusses collective co-production undertaken for the delivery of local public services. The article analyses a case where co-production took the form of a cooperative. Mobbing in labour relations in the Polish tax offices

This article presents the results of studies showing the occurrence of unethical behaviours in labour relations in the Polish tax offices. The respondents characterized the participants of dysfunctional situations, the forms, causes and consequences of unethical behaviours. Formulated conclusions and suggested remedies.

Efficiency of research and development activities of universities organizational units in Poland – The DEA approach

The aim of the research was to assess the efficiency of universities organizational units. The DEA approach was used. It was proved, that efficiency differs significantly between various scientific fields. The highest efficiency was observed in science and engineering.

Parallel trade of pharmaceuticals in Poland - 10 years of experience and development

The parallel trade of pharmaceutical products are products imported into one Member State of the European Economic Area (EEA) from another and placed on the market in the destination Member State, outside the manufacturer’s or its licensed distributor’s formal channels. This activity has been a legal in Republic of Poland after the European Union accession. The parallel trade can reduce the price of pharmaceuticals products by introducing competition into market.
This article aims to outline the 10 years of experience with parallel trade of pharmaceuticals products in Republic of Poland. It presents the Polish market development based on selected a few indicators.
