A new approach to project effort estimation is presented in this paper. It is related to Delphi method of estimation by experts. It also makes use of the business processes and business rules related to the newest OMG standards. A software tool implemented to verify the concept correctness is described.

In this paper we study approximative properties of modified Szasz-Mirakyan operators for functions of two variables from exponential weight spaces. We present theorems giving a degree of approximation by these operators for exponential bounded functions.

A new family of goodness-of-fit test for the Cauchy distribution is proposed in the paper. Every member of this family is affine invariant and consistent against any non Cauchy distribution. Results of the Monte Carlo simulations performed to verify finite sample behaviour of the new tests are presented.

A phenomenological standard two-sublattice mean-field model was discussed. The Mn-Mn interaction is assumed to be linearly dependent on the unit-cell dimensions, giving rise to magnetostrictive phenomena. The (P,T) magnetic phase diagram for R1-xR’xMn2(Ge, Si)2 series of compounds was discussed and the magnetic phase diagram parameters derived from the experimental data were used for the theoretical calculation.

In this paper we presented the methodology of color determination of the acrylic paint basing on the known values of amount pigments used to color creation. In the work we present possibility of pigment amount determination for paints in whose one type of dye is used from the knowledge of color parameters expressed in units of L*a*b system. Also we show the system L*a*b is particularly useful to evaluate the differences of color maps derived from photographs and prints.

Local area ring networks operate without causing collision, and without station competition. It is quite opposite to currently the most popular technology, Ethernet network, where collisions may occur in a large amount. These two features of the ring networks provide significantly better performance and greater amount of data that can be effectively transmitted in the same time unit. This is especially true during high network load. This paper deals with the comparison of the efficiency of the two ring networks: Token Ring and FDDI (Fiber Distributed Data Interface), taking into account the access mechanisms to network stations. In relation to this issue general information about the efficiency of the Ethernet is also described.

The paper concerns the issues of web pages analysis process. The classification is performed based on the analysis of the structure as well content of pages. Various characteristics are taken into account including inter alia, structural, visual, text, web and links features. During the construction of classifiers the AdaBoost algorithm was applied. This paper focuses on the impact of keyword selection methods on the effectiveness of the classification process.

Compressed Sensing is new method of data acquisition. Typical data acquisition approach is based on the measurement of signals with a frequency determined by the sampling theorem. Data sampled in this way are often redundant. Therefore it is necessary to compress it, often in a loss manner (the perfect examples are image compression algorithms such as JPEG), in order to reduce the amount of data to be transported or stored. Doing so causes that immediately after the measurement, part of the data is rejected. Compressed Sensing is sensing protocol that minimizes the amount of required measurements during sensing. It is designed to measure only the essential components of the signal, omitting redundant information. It is possible to apply such protocol when additional conditions are fulfilled: sparseness of the signal as well as incoherence during sensing.

The remote administration often used applications running on the machine that is managed. In case of failure these applications may not be run what the administrator loses the ability to remotely manage. The paper presents the solution to this problem by using an external device. The hardware solution is independent of the managed machine. Use of easily available and inexpensive components significantly reduces the cost of device while the functionality is comparable to commercial solutions.

Implementation of new network services and/or protocols or even change of the rules the network is used by, acts as a challenge for potential aggressors. The new techniques and methods of attacks face each other with immediate response from the vendors of network security solutions. Changes and improvements introduced by them give the aggressors a boost for finding a way around. Briefly presented way from simple stateless firewalls up to sophisticated XTM appliances, shows the evolution of security solutions. Finally, the article presents expected trends for the future security threats and solutions.

This paper presents the problem of energy security in the context of the EU Directive concerning the energy and climate package 3 × 20%. The Directive assumes particulary other limitations in energy consumption and carbon emission. As proved this will translate into the increase in energy prices. It was also revealed the negative impact on this Directive on the economic growth. It is also important that Poland will feel the greates impact of the introduction this Directive into practice. This is due to the carvon structure of fuel and energy balance.
