Predictive approach in public policy. Forecasting methods – their role in the formulation of public policies
This article presents an overview of the aspects of forecasting in public policy. One may assumed that in the process of formulating its objectives, taking into account the different conditions, it is possible to use methodology to predict its effects. The paper discusses both theoretical and methodological issues. Moreover, the article presents three examples to support the main thesis.

Critical analysis of research method based on RCT to evaluate effectiveness of public policies
The aim of this article is critical analysis of utilization of research method based on Randomized Controlled Trial to evaluate effectiveness of public policies. Due to the increase in importance of RCT method, resulting in more frequent elaborations presenting the recommended process of its implementation, this article represents an attempt which focuses more on describing the key issues related to utilization of the method and in particular: identity of the experimental group and the controlled group, selection bias, assigning individuals to groups, internal disruptions as well as the problem of utilizing devising the RCT method to evaluate multileveled policies.

Providing conditions for effective communication as the basis for the functioning of public policy. The example of the EIPPEE project
This article is dedicated to issues of communication of researchers and decision-makers in public policy, in particular in the field of education. The purpose of this article is to diagnose the major barriers of the communication and to propose improvement of the process. Theoretical  part presents the main communication problems and a number of proposals to solve them. The practical part is the description of the Evidence Informed Policy and Practice in Education in Europe (EIPPEE) project, which aims to improve the communication of all players in the scene of public policies in the field of education.

Antialcohol policy in the Russian Federation
The article focuses on the presentation of public policy as the main tool in the fight against the phenomenon of alcoholism on the example of the Soviet Union and the Russian Federation. The main aim is to analyze the current situation, the disclosure of the scale of the phenomenon and identification of some of the tools in the fight against the problem.The first part of the work presents the current situation in Russia. The second section discusses the main sources and causes of alcoholism in Russia. The third part shows the effect of alcoholism on the state budget. The last part introduces the tools of modern Russian antialcohol policy on the background the policy of prohibition in the United States.

The one-child policy and its impact on the demographic structure in the People’s Republic of China
This article describes the main aspects and objectives of the one-child policy, which has been conducted in China since 1978. The article discusses the impact of this program on the fertility rate and on the sex ratio. Cooperation between public and non-governmental organizations – a mean to stronger democracy and higher quality of public policies in Poland
This article focuses on cooperation between public and civil society organizations (SCOs) – particularly non-governmental organizations (NGOs) – in the field of public policy design, implementation and evaluation. Theoretical deliberations on forms and nature of intersectoral interactions have been supplemented with practical remarks on possibilities of strengthening such processes in Poland. The text begins with a description of historical and political background for an increased participation of NGOs in governance processes, followed by a general presentation of potential gains and possible threats, which such involvement brings to all interested parties. Further on, the article explores possible forms of intersectoral cooperation with a special attention to polish experiences in this domain. Final passages are a presentation of possible actions potentially leading to advance in collaboration between public and non-governmental organizations, hence strengthening participation of civil society in all key elements of public policy-making cycle.
