In this article, the author presents the causes and course of the Jewish- Palestinian conflict from the second half of the 19th century to the events of 2024. The main research problem concerns explaining the essence of this conflict and indicating the reasons why, in the author’s opinion, a two-state solution and life side by side for the two Jewish and Palestinian nations is impossible. The author has primarily used the historical method to show the chronology of the conflict with its pivotal moments. He considers that a lasting peace is currently unattainable because it is not wanted by the fanatical groups on both sides of the conflict, which adopts the religious motivation of the parties and thus becomes increasingly cruel and unpredictable. In his conclusions, the author points out, among other things, the deepening mutual hatred between Jews and Palestinians, which has fuelled the spiral of violence and made a political end to the conflict impossible and will continue to be so. This is also confirmed by the attempts made so far to resolve it with the involvement of third parties. The war currently being fought in Gaza will fade, but the conflict will continue and strengthen the radical factions on both sides, namely militant Islam (Hamas and Hezbollah) and the Jewish nationalist and ultra-orthodox right. The involvement of other actors in this war, notably Iran, Hezbollah and the Yemeni Houthi (Ansar Allah) movement, poses the danger of its escalation and the transfer of terrorist acts to Europe.

The article is devoted to the problem of forecasting terrorist threats and its role in the state’s anti-terrorist system. The aim of the article is to present the methodology of forecasting terrorist threats at three levels: strategic, operational and tactical. The text presents basic methods, techniques and tools used in threats forecasting. The main thesis of the article is the statement that a properly prepared forecast allows to determine with a high degree of probability the possibility of a terrorist threat, however, in such a case we are always dealing with the assessment of such a possibility, and not with cognitive certainty. System analysis was used as the basic research method.

Educational institutions can become targets for active killers and this threat seems greater today than it did a few years ago. The aim of the article is to describe the main elements and proposals for securing these facilities against attacks of this type of perpetrators, which are recommended in the United States, and then to indicate solutions that could be introduced in Polish facilities. They concern both physical security and broadly understood prevention and monitoring of threats.

The article presents proposals for actions aimed at shaping the desired perception of surveillance by Polish citizens. It addresses the following issues: the terminology of operational control and the public perception of specific concepts covering surveillance issues, the impact of trust in the special services and the institutions supervising them on the public’s approach to the issue of surveillance, and the level of the public awareness of security. The article cites the results of a survey conducted by the author in 2023 and an analysis of material on surveillance and its public perception. Based on these, solutions are proposed to raise public awareness of the need for specific security activities.

Experience in recent years, including intense technological development and the COVID-19 pandemic, has led to an increased interest in web-based training. E-learning allows learners to absorb knowledge at a pace that is tailored to their abilities and teachers to be more flexible in their delivery. The same circumstances that have created new forms of learning and working in a technologically developed society have triggered the rise of hybrid threats and given terrorists modern tools. In response to this trend the North Atlantic Alliance established, among others, NATO DEEP eAcademy – an entity from the sphere of education and training, whose task is to develop optimal solutions for implementing the assumptions of NATO Defence Education Enhancement Programme, i.e. a programme supporting the transformation of the military education systems of NATO partner countries. The director of this institution, Prof. Piotr Gawliczek, talks about what NATO DEEP eAcademy offers these countries and the Polish contribution to this project.

Dramatic security incidents, such as terrorist attacks, generate widespread public interest. They arouse strong emotions, on the wave of which there are appeals to the authorities to counter threats more effectively, passionate demands for changes and declarations of their introduction. This usually lasts for a few months and then the topic goes quiet. In the interview, Paul Fröhlich from the Operations Division of the Berlin Police, an expert in the EU Protective Security Advisors programme, refers to a figurative term for this phenomenon - disaster dementia. He suggests ways to counter it, mentioning, among other things, the lessons learned and lessons identified by the Berlin police after the terrorist attack on the Berlin Christmas market. He emphasises the importance of being prepared for crises not only at national but also at individual level and the role of institutional and non-institutional cooperation.
