Organizational and economic approaches and problems of improvement of social inclusion of ATO participants and their families in Ukraine under socio-economic instability are studied. Methodology of productive involvement of this population group based on its socio-economic status and psychological peculiarities is developed. Level of implementation of the developed legal and regulatory framework for rehabilitation and social protection of ATO participants and their families as the basis for achieving a decent level of their life and civic activation is evaluated. Current priorities of improving the activities of government and public structures, associated sectors of economy on optimizing the principles and forms of social inclusion of this category of population are determined.

The current situation in Ukraine concerning the guarantee of social protection and providing social services for ATO participants by state and non-governmental organizations is analyzed. Legislative strengthening of social protection of ATO participants is revealed. The current state of the providing of social services for ATO participants and their family members, the effectiveness of the use of resources (financing) for 2014–2016 on the basis of a comparative analysis of the costs on social protection in the expenditures of the Consolidated Budget of Ukraine and presented as a share of GDP, in Ukraine and the European Union countries for 2011–2014, are evaluated. The problems in the field of social protection for ATO participants and and promising measures in this field such as the evaluation of the effectiveness of national and regional social programs for ATO participants and the evaluation of the public expenditures for the social protection of ATO participants and the evaluation of the quality of social services for ATO participants are grounded.

In recent years the territory of Ukraine and its regions has been under the negative influence of a number of technogenically dangerous factors. Among the latter, to determine the level of safety it is common practice to analyze the number of potentially dangerous objects, their spatial location, distribution by types of activity and hazards, etc. The article presents the latest challenges and threats in the system of anthropogenic safety of Ukraine, including: non-compliance of the regulatory system, lack of adequate risk assessment methods, sharp extension of causal relationships and strengthening of the role of synergistic risks, etc. Attention is focused on new risks and threats caused by political instability in the territory of separate regions of Ukraine, including the ATO zone, and a structure for their further analysis and assessment is suggested.

The scale of interregional inequality of employment conditions for internally displaced persons (IDP), in particular, according to the basic indicators of the block «Decent work» of the index of regional human development is determined. The manifestations of the irregularity of placement of internally displaced persons in the regional cut are analyzed. This problem complicates the implementation of the employment policy concerning IDP’s needs. The experience of solving the IDP’s problems connected with their irregular placement, their employment, the balancing of the labor market on the basis of equalization of the dynamic equilibrium of interregional conditions of access to stable employment is generalized. The recommendations for the equalization of interregional conditions of IDP’s employment, which are necessary for deepening of the social dialogue in the field of labor relations, are substantiated.

In the article the author has examined the specific conditions of public administration functioning in the zone of anti-terrorist operation. Also it was mentioned that the condition of hybrid military conflict in which Ukraine appeared, requires extraordinary decision making. In order to form specific decisions on the basis of technologies of civil-military collaboration, this work studies the process of building and improving the network of military-civil administrations.

This article discusses the efficiency of the technology as mediation procedures of public administration in the social protection of members of the anti-terrorist operation (ATO) and their families. The author introduced empirical research, study results which allowed the present three-factor model of efficiency mediation. The validity of the model is confirmed using standardized statistical criteria. Empirically found that the effectiveness of technology mediation procedures as public administration correlated, both individual and social characteristics combatant of ATO and communicative competence of public servants
involved in the process of mediation.

The article explored the potential of radio broadcasting in a coverage of the military conflict in Ukraine. It is determined that the most specific for Ukrainian broadcast is an entertaining, social and psychological, arts and cultural, patriotic (ideological and agitational), historical, information and analytics projects, demonstrating that the potentiality of radio broadcasting make such radio programmes closer to the broadcast listener not only at home, but and in the trenches or in the adaptation after the combat area service. The author notes the lack of attention of radio companies to the topics of anti-terrorist operation (ATO), and focuses on the potential of radio broadcasting for the social adaptation of service members and people affected by military conflict in eastern Ukraine and Crimea in the postwar period.
