The proceedings on September 5th were held in Polish in the Jacob Böhme House and on September 6th in German in the Municipal Culture House (MDK). Partnering institutions of the workshop were the Lusatian Museum in Zgorzelec and the Martin-Luther University in Halle/Wittenberg.

Janusz Łosowski, Documentation in the Lifes of Peasants in Old-Polish Period. Culture History Study, Olech Publishing House, Lublin 2013, 400 p.

The reviewed book of Janusz Łosowski attempts to investigate the importance of written documentation in the life of peasants in the Polish-Lithuanian Commonwealth in the 16th–18th centuries, especially in the lands of the Polish Crown, basing mostly on the sources concerning Lesser Poland (Małopolska). The study of Łosowski has been based upon extensive and thorough archive query, including very interesting groups of sources (some of them excerpted in the annexes). It attempts to deepen the knowledge of early modern legal culture and mentality of peasant societies.

The article discusses problems of the rise of the town chancery in Görlitz and the early practices of registration of legal acts, based on the oldest part of the first book of records of the town, the so-called Red Book. The legal acts registered in the book were discussed according to their classification used in medieval Görlitz: all of them were classified as Resignationes, Entscheide, Obligationes, or Recognitiones. Some attention was also devoted to the fragments of the Red Book that could be treated as elements of the governance system of the town, where not only private transactions were noted, but also cases important for the community of townspeople. Several suppositions were also proposed, concerning the earliest period of the development of the town chancery. It was specifically hypothesized, that before 1342, when a new, second town book was created, there should have already existed: 1) some protocols for the Red Book, some book or at least file, where matters later written down in the second town book (1342 ff.) were noted, at least in the 1330’s, 2) some book or at least a file (not preserved until today), similar to the second town book (1342 ff.) and preceeding it, in which records from the 1330s were written down, 3) some documentation of the town council, unknown to us despite the very high grade of preservation of the municipal archives of Görlitz.

In the paper, an attempt of eliminating a certain supposed internal contradiction in the concept of Janusz Bieniak concerning the role and position of junior members of the Piast dynasty in the territorial governance of the so called second Polish monarchy (ca 1040–1177) was undertaken. As the result of the conducted reasoning, three probable and one hypothetic model of engaging the junior Piasts in the management of provinces were discerned, two of which (1. and 2.) included co-existence in a given province of a Piast duke and a noblemen appointed by the “grand duke” (princeps), and two: officiating of sole members of the dynasty as governors or rulers in the provinces of the monarchy. All those models must be taken into account in further research on the constitutional and political history of the Piast state in the eleventh and twelfth centuries.

The article comprises a brief description of the functions of provost and councilor at the Law College of the Krakow University; it describes their competence scope, responsibilities and constitutional empowerment within the structure of the University and the Collegeand gives a list of the persons who had performed these functions in the individual semesters in the years 1628–1657. The fundamental source which had been consulted in the process of compiling this data was an account register of the Law College from the years 1628–1694 (Jagiellonian University Archives, manuscript no 49).

In the year 2018, several research projects of the Chairs of the Faculty of Law and Administration of the Jagiellonian University which are concerned with legal and constitutional history were continued, and an important new one – project IURA – was launched. Apart from these, the faculty members and postgraduate, of th Chairs were engaged in cooperation with other academic centers, including several international conferences, and the preparation of a book devoted to the memory of Prof. Janusz Sondel (1937–2017).1 A very challenging but fruitful event was the 72nd World Congress of SIHDA (Société Internationale Fernand de Visscher pour l’Histoire des Droits de l’Antiquité), organized by the Chair of Roman Law.

“Internationale Tagung zur mittelalterlichen Schriftlichkeit. Stadtbücher – Die Erforschung kommunalen Handelns im Spiegel administrativer Schriftlichkeit” is the title of a three-day conference that took place in Zgorzelec and Görlitz on 6th–8th September 2018. Its organizers were the University of Martin Luther Halle-Wittenberg and the Jagiellonian University in Krakow, with the support of the Cultural-Historical Museum in Görlitz. The time and place of the conference were strictly coordinated with the workshop of the “Fontes Iuris Lusatiae Superioris Vetustissimi” project (financed by the National Program for the Development of Humanities), preceding it, and the framework for it was the research project “Index Librorum Civitatum”, funded by Deutsche Forschungsgemeinschaft. During the three-day meeting, three main groups of issues were discussed: (1) pragmatic writing in towns; (2) current studies on urban records; (3) digital instruments of research on urban records.

Górnołużyccy villici w pierwszej połowie XIII wieku: włodarze, sołtysi czy wójtowie?

The text deals with the problem of the proper interpretation of the institution of villicus, mentioned in Upper Lusatia in the 1st half of the 13th century. The article discusses all the hitherto attempts to identify the actual nature of the Upper Lusatian villici and proposes some new interpretations. The close relations of those villici with chartered towns (namely: Zgorzelec/Görlitz and Ostritz) and the virtual lack of royal estates around them makes it possible to state that they were not, as most scholars have claimed, royal stewards taking care of estates administered directly by the Bohemian kings (in Upper Lusatia such goods probably barely existed at all). Therefore, the most probable interpretation of the villici seems to be the one presented in 1923 by J. Bauermann, who identifi ed them with the sculteti hereditarii of particular towns.

The proceedings of two panels of the Third Congress of International Researchers of Polish History (Kraków, 11th–14th October, 2017), concerning important matters of constitutional history of the Kingdom of Poland and the Grand Duchy of Lithuania, as well as of the Polish-Lithuanian Commonwealth are presented briefly in the report. Both panels were organized and chaired by the Cracow scholar, Professor Wacław Uruszczak, aided in this respect by his colleagues from Warsaw, Professors Jolanta Choińska-Mika and Andrzej B. Zakrzewski. During the proceedings, sixteen scholars representing nine countries and two major disciplines (history and law) presented their papers, while many others took part in the discussion.
