https://doi.org/10.4467/20843968ZP.12.016.0483The article deals with the problem of IT project implementation process in polish public institutions from contractors’ (who represent business companies) point of view. In projects which are carried out together by public institutions and privately held companies, many times we have to face misunderstandings which arise due to differences between these types of institutions and different ways of managing projects. The paper is organized as follows. Introduction presents unique features of IT projects. Next, authors present public institution (as clients ordering IT solutions) and restrictions (including legal contrains) which they have to follow while implementing IT solutions. Then article presents problems and challenges of implementation process. The authors present process of IT project implementation from theoretical and practical point of view and show reasons of IT project failures and challenges of implementation process of IT projects in public institutions.

The paper discusses the impact that extensive introduction of project management, that caused projectifi cation of public sector, exerts on public organizations. Considerations apply to both the projectifi cation process, its essence, as well as the operation of projectifi ed public organizations including local government organizations. The authors draw attention to the fact that the initial enthusiasm and uncritical assessment of projects, as an antidote to the bureaucracy of the public sector, may be premature. Projectifi cation causes a number of changes that are not always positive and also further limit the activities of public organizations.
