Transport and transport infrastructure of Ukraine in the pre-war period (2010-2021)

The article researches the development state of transport and transport infrastructure in Ukraine over last years. The research findings specify the topicality of the issue solution concerning the enhancement of transport and transport infrastructure in the conditions of structural, energy and financial crises, as well as considering a destructive influence of COVID-19 pandemic, occupation of Crimea, an anti-terrorist operation in East of Ukraine and a full-scale intervention of the Russian Federation started on February 24, 2022.

Such methods of improving transport and transport infrastructure development in Ukraine have been offered under the research findings: the increase of public administration level with regard to all aspects of transport infrastructure; the use of proactive management; activation of searches and implementation of investment projects; introduction of an institute of public- private partnership on transport; partial and temporary decrease of tax burden; the development of complex solutions for transport services consumers under the infrastructure areas; optimization of transport pricing, etc.

Issues of the administrative division in the broader context of political and administrative reforms connected with democratization and decentralization are considered. Some historical aspects of the administrative division modeling in Ukrainian borderlands are analyzed. Goals, mechanisms and the course of the current reform of administrative division at the local level in the Volyn and Lviv provinces are presented. The specifics of wealthy communities – new administrative units at the local level are outlined. Features of budget decentralization based on the example of comparing the structure of local government revenue are characterized. The problems and threats faced by the organizers at the present stage of reform are revealed, and some solutions to problematic situations in implementation of the new administrative division are proposed.

The impact of the organization of EURO 2012 football championships on changes in Lviv public transport

Public transport plays a very important role in the functioning of every major urban center, but it is particularly important in the situation when it is necessary to handle a sudden, significant increase in the number of passengers who do not have their own means of transport, e.g. tourists. This situation can occur when the city hosts an event such as the organization of European Championship football matches. In 2012, Polish and Ukrainian cities jointly hosted the EURO 2012 competition. Lviv was one of the host cities. This article characterizes the functioning of Lviv public transport before the organization of the football championship. Their impact on changes in the urban transport sector was analyzed, and the situation was compared in 2012 and at the end of 2019. The analysis was used to formulate conclusions aimed at answering research questions on the impact of the organization of international sports competitions on the functioning and reorganization Lviv city transport.

Streszczenie: Transport publiczny odgrywa bardzo istotną rolę w funkcjonowaniu każdego większego ośrodka miejskiego, lecz ma szczególne znaczenie w sytuacji gdy należy obsłużyć nagły, znaczny przyrost liczby pasażerów, którzy nie posiadają własnego środka transportu, np. są turystami. Taka sytuacja może mieć miejsce gdy miasto jest gospodarzem eventu, takiego jak organizacja meczów piłkarskich Mistrzostw Europy. W 2012 r. polskie i ukraińskie miasta wspólnie gościły zawody EURO 2012. Jednym z miast gospodarzy był Lwów. W niniejszym artykule scharakteryzowano funkcjonowanie transportu publicznego Lwowa przed organizacją mistrzostw piłkarskich. Poddano analizie ich wpływ na przemiany w działalności sektora transportu miejskiego oraz porównano sytuację w 2012 r. i pod koniec 2019 r. Analiza posłużyła do sformułowania wniosków, które miały na celu odpowiedzieć na pytania badawcze dotyczące wpływu organizacji zawodów sportowych o randze międzynarodowej na funkcjonowanie i reorganizację transportu miejskiego Lwowa.
