Rozwiązaniem zaproponowanym w przeszłości i realizowanym aktualnie przez społeczność międzynarodową jest instytucja safe haven. W artykule opisano jej zastosowanie w historii. Została ona także poddana analizie teoretycznej w kontekście legislacji krajowej i na poziomie międzynarodowym, m.in. dokumentów International Law Association, Association of Art Museum Directors, Organizacji Narodów Zjednoczonych i UNESCO.
