        Rozwój mediów społecznościowych w ostatnich latach w radykalny sposób przekształcił sferę publiczną, a wraz z nią dotychczasowe formy komunikacji politycznej. Niestety, wiele wskazuje na to, że współczesny ład instytucjonalny nie jest dostatecznie dostosowany do wyzwań wynikających z nasycenia relacji społecznych komunikacją zapośredniczoną przez technologie cyfrowe. Ostatnie lata obfitują w przykłady braku adekwatności istniejących rozwiązań do rewolucyjnych zmian technologicznych. Dotyczy to przede wszystkim Internetu, którego gwałtowny rozwój stworzył specyficzny ekosystem umożliwiający rozwój kilku bardzo wpływowych platform, dzięki którym możliwe jest wytwarzanie i rozprzestrzenianie wiedzy w olbrzymim, globalnie usieciowionym i wzajemnie powiązanym środowisku informacyjnym. Taka sytuacja kreuje wiele możliwości potencjalnie sprzyjających publicznej debacie, z drugiej jednak strony rodzi zasadnicze i uzasadnione pytania o sposób i zasady na jakich ten obieg informacji się odbywa. Istnieje wiele dowodów na to, że kontrola społeczna opierająca się wyłącznie na tradycyjnych kanonach etycznych przestaje wystarczać. Dyskurs publiczny traci znamiona habermasowskiej racjonalności i jest coraz bardziej kolonizowany przez podmioty polityczne, które nie wahają się manipulować opinią publiczną i wpływać na emocje społeczne na masową skalę.
