The essence and content of the concept of ‘discrimination’ are determined, then national and international sources of law regulating the issues of discrimination researched while the features of the concept of ‘equal access to the civil service’ are singled out for analysis. The author studies ‘protected features’ as individual characteristics which should not be taken into account for the purposes of the different approach to or use of a particular good. The concept of an ‘integral requirement for a profession’ is considered and the limits of its application in accordance with the Ukrainian Civil Service Act are determined.
