Discussing the stages of shaping public policy separately from political science, the overview of the theories, models and main approaches (top-down, bottom-up) to the role of the state in the implementation of public policies in Anglo-Saxon tradition is introduced. The changes in the continental and the EU countries’ tradition of public policy analysis are presented from Ukrainian perspective at the end of the article.
