The special responsibility that national judges bear in the process of interpretation, control of legality and enforcement of environmental law norms reflects both the evolution and transformation of environmental protection in the system of EU law on the constitutional grounds, and the consequence of the specificity of the instruments of EU procedural law and EU substantive law, including the content of the Charter of Fundamental Rights.
