AB - The article shows that the basis of the methodological conception of Linguistics of the 21st century can be built on a creatively rethought linguistic conception of W. von Humboldt. In this approach the peculiarity of the device in any language should be considered as a set of features which is caused by typical communicative needs of the linguistic community and depends on its size, the degree of homogeneity and continuous or intermittent nature of communication between its members.
