They result from various determinants that form the background for these transformations. A substantial number of these conditions is destructive, in particular: an increase in the number of passenger cars in the world, significant pollution from passenger car traffic and no decrease in this emission despite a growing number of low-emission cars and problems with congestion. However, some of these determinants are constructive, particularly: noting by the authorities that the quality of life in the city is essential, changes in thinking about transport in the city – especially two ground-breaking publications – Jane Jacobs’s book The Death and Life of Great American Cities and Buchanan’s report, as well as a decrease in the number of passenger cars in large cities of developed countries.
