It argues that the weakening of the Duma, Russia’s Parliament, since Vladimir Putin’s rise to power in 2000, has emboldened executive overreach on human rights issues.The chapter examines two fundamental case studies: 1) The Chechen Wars and Beyond: This section analyzes how the Duma’s failure to act as a check on the executive during the Second Chechen War (1999‑ 2009) set a precedent for future human rights abuses in the region. 2) The Annexation of Crimea and the Plight of the Crimean Tatars: This section investigates how the 2014 annexation of Crimea and subsequent persecution of the Crimean Tatars exemplifies Russia’s disregard for international human rights norms and the Duma’s complicity in such violations.By analyzing these cases, the chapter demonstrates how a weakened legislature has facilitated the Kremlin’s exploitation of „frozen conflicts” in former Soviet territories to undermine human rights and pursue geopolitical agendas.
