An analysis of strategic documents on urban planning as well as data bases of the three cities was carried out. The results allowed for measuring the progress and effectiveness of the environmental policies of these cities and determining their achievements and shortcomings when it comes to realizing the green city model. Additionally, for the purpose of this research, an attempt at elaborating the definition of a ‘green city,’through determining four phases of its development, was made.
