Wojciech W. Kowalski is a Professor of Law at the Humanitas Academy in Sosnowiec, Poland. Previously, he served as Head of the Department of Intellectual and Cultural Property Laws of the University of Silesia in Katowice, Poland. From 1991 to 1994, he was the Polish Government Plenipotentiary for Polish Cultural Heritage Abroad. He was also the plenipotentiary of the Minister of Foreign Affairs of the Republic of Poland for the recovery of cultural property. Kowalski served as Vice-Chair of the Cultural Heritage Committee of the Council of Europe and as one of the founders of the International Committee on Legal, Administrative and Financial Issues of the International Council on Monuments and Sites (ICOMOS), serving as its deputy chairman between 1998 and 2000.
