Luis Germán Ortega-Ruiz is a lawyer from Universidad Santo Tomás, a Doctor of Law from Universidad Católica, and a doctoral candidate at the University of Buenos Aires (UBA). He holds a Master’s degree in Public Law from the University of Konstanz and Universidad Santo Tomás. He is a specialist in High State Administration from the School of High Government, in Constitutional Law from Universidad del Rosario, and in Administrative Law from Universidad Santo Tomás. He has written several articles in specialized journals and books in different areas of law, as well as bills and constitutional reforms in Colombia. He has served as legal advisor in the executive, legislative, and judicial branches of Colombia.
