In order to make the best possible choice, it is necessary to define the correct specification of the evaluation criteria which will guide us through the decision-supporting procedure. Some criteria refer to measurable phenomena, hence they can easily be defined. Others, however, need to be described with linguistic methods and require adequate scale and identification methods.
