The national procurement regulations are based on the European directive 2004/18/EC that allows for an objective multi-criteria assessment of a tender offer. As foreign examples prove, the procedures used in the process of tenders’ evaluation, followed by a selection of the best bidder, vary, depending on the country of their application.
